Dubai eGovernment Organizes Quality Workshops To Develop GRP Systems

Dubai eGovernment Department organized the second phase of workshops dedicated to key users of its Government Resource Planning (GRP) systems in government bodies last week. The 4-day sessions were aimed at assessing proposed system developments and were conducted to complement the 1st eTransformation Forum held by Dubai eGovernment earlier this year. The forum is part of the Department’s strategy of drafting an overall plan for reinforcing the eTransformation process and further integrating Dubai’s government bodies to provide easier access to public services.
In the first workshop titled “Human Resources Systems and Self Service,” participants discussed opportunities to improve the application of GRP systems in government departments and authorities. The second-day sessions tackled eLearning and training strategies as well as eEmployment and topics related to tools for streamlining the annual plans for these two fields. Discussions on the third and fourth days focused on reinforcing the application of salary systems in government departments, including the salaries of civilians and military staff. They also underlined the need to enhance the automation of government procedures, integration, connection, and availability of information.
Representatives of Dubai eGovernment’s GRP Systems Department reviewed upcoming improvements to the salary systems, including time and workforce management functions and the broader use of “Tasaheel” services which enable department employees to use the SMS and IVR portal to request information.
Commenting on the workshops, Dubai eGovernment Director-General H.E. Ahmed Bin Humaidan said: “The GRP systems are among Dubai eGovernment’s most important contribution to government bodies as they provide the infrastructure that government departments rely on to manage major resources, work with high efficiency and help enhance the level of human skills. We are thus intensifying efforts to draft an overall plan for further developing these systems, with particular focus on regular evaluation, workshops, and direct meetings with government authorities using them in order to consider further improvements and services aimed in the first place at boosting performance and promoting a culture of excellence in the provision of eServices.”
“We are committed to applying human resource systems that conform to the highest standards in government bodies. We also intend to develop an employment portal that displays all departmental vacancies and posts job offers. Training systems are of great value as they support more integration with human resources, salary systems and performance assessments. This helps increase efficiency, unify information and optimize use,” he added.
“We are also studying the addition of actual services and improvements such as the expansion of self eServices for employees and other initiatives that promote the broader adoption of eServices. We had earlier requested feedback from the various government departments to specify the kind of improvements we should apply to expand integration between our systems and their specialized systems. We will ensure that the improvements we make will constantly satisfy clients and all stakeholders and be in line with Dubai Strategic Plan 2015, particularly its emphasis on government excellence”, he said.
“Although relatively new, GRP systems have proven their success and efficiency seven years after their introduction. This is the motivating factor for our commitment to organize workshops for updating specialists in government authorities who use the systems and further developing their skills in this regard,” Bin Humaidan explained.
Mohammed Karzoun, Director of Dubai eGovernment’s GRP Systems, said: “These workshops complement what we started earlier to improve the performance of GRP systems based on a survey we gave to government departments. We are looking at more ways to apply these systems to achieve higher levels of performance and customer satisfaction.”
Karzoun noted that Dubai eGovernment gives all departments equal priority when assessing system improvements and ensures that their unique needs are considered. This cooperation reinforces government efficiency and speeds up processes, he said.
The recent workshops considered the compatibility of the draft project on system improvements with the enhanced law on human resources as well as the partnership with the Dubai Government’s Human Resources Department involving projects on attaining completeness of data, data quality, ePerformance evaluation, and human resource and salary improvements.
The government resource planning systems implemented by Dubai eGovernment for 30 government entities – which comprise around 25 integrated systems – facilitate the highly efficient management of the basic resources of their current users. They are used for Human Resources Management, Payroll, Finance systems, Procurement and Storage, and Asset Management. These automated systems have been increasing departmental efficiency and have simplified cooperation with external parties such as applicants for employment, government agents and government suppliers. They offer government employees the opportunity to boost productivity through a wide range of integration, automation and supplementary reports.
