Experts Warn Retroactive Effect of Disconnecting Teleservices to Counterfeit Mobile Phones

Experts in Communications and Information Technology warned of the consequences of UAE Telecommunications Regulatory Authority’s (TRA) decision to suspend the teleservices provided to fake mobile phones starting March 1 to reduce the prevalence of these devices in the country.
Specialists also questioned the feasibility of punishing fake cell phone users and holding them responsible for the dependencies of service blocking, rather than fighting those who are in charge of this trade and tracking its suppliers.
SSS Process’s CEO, Eng. Alaa Ensheiwat, stated: “Despite our reservations on the way of addressing this issue, we support the decision’s objectives in protecting users from the negative effects that may pose a threat to their health due to lack of manufacturers’ commitment to genuine mobile phone safety testing standards.”
“There is no doubt that we agree with these objectives and emphasize the necessity to take rigorous actions, but in a way that does not constitute a punishment for citizens since many of them are exposed to fraud when buying mobile phones and are not aware that these devices are false,” Eng. Ensheiwat added.
From his side, the General Manager of the Mobile Channels Company (MCC Arabia), Salem Al Anzi, called the concerned authorities to pursue the traders who deal with these devices and impose heavy fines on them, stressing the importance of not activating this decision on a retroactive basis.
"It may be logical to disconnect all teleservices to counterfeit handsets. By this way, we will help users be aware of such devices and prevent people’s exposure to scams and fraud," he said, stressing that the false devices which are not subject to the decision’s retrospective effect will fade away within a year or two as the trade of such devices will disappear from the UAE market after activating the decision.
Under the decision of the TRA, the mobile operators in UAE will monitor users of fake devices to disconnect all services assigned to them, including phone calls, text messages, and Internet services.
It is worth mentioning that device tracking will be implemented through the IMEI (International Mobile Equipment Identity) number, which is linked specifically to one mobile phone just like a fingerprint to distinguish it from all the other devices. This code consists of 15 digits that can be found under the mobile phone’s battery and used in the case of a lost or stolen phone.
