Dubai eGovernment Updates Government Resources Planning Systems

Dubai eGovernment has urged all Dubai government departments that adopt Government Resources Planning (GRP) system for running all their basic daily financial, logistic and administrative operations to attend a presentation about the objectives and phases of an upgrade plan for the GRP system, which is currently being adopted by 42 government entities in Dubai. The presentation of the implementation plan, which was developed by specialized teams in Dubai eGovernment to update the GRP system, will be held on Wednesday, April 4, 2012 at the Raffles Hotel at Wafi Centre, Dubai.
Dubai eGovernment has contracted Mahindra Satyam to update the government resources planning system in phases, from its current version 11i to R12, the latest system provided by Oracle. The upgrade covers the seven main systems Dubai eGovernment provides to government entities: Human Resources, Payroll, Finance, Purchasing & Inventory and Assets Management Employee Self-service Systems. The presentation, which will be attended by division officials nominated by government entities, will discuss the update process and provide an overview of the benefits projected from the upgrade.
H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, said: “The importance of these systems stems from the fact that they are based on standard procedures adopted by 42 government entities in Dubai. These systems therefore represent one of the major systems that Dubai eGovernment provides to governmental entities to create an integrated infrastructure that helps them manage basic resources most effectively and efficiently and contribute to achieving eTransformation and promoting eGovernance in Dubai as per the vision and directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, for promoting government integration in the emirate. The GRP systems provide a comprehensive network for connection, communication and exchange of information among government entities, while maintaining the privacy of all of them.”
Bin Humaidan added: “In light of Dubai eGovernment’s efforts to adopt the world’s latest technological advances that facilitate the daily operations of government entities and serve their staff, customers and suppliers, Dubai eGovernment has taken the initiative to adopt a newer version of the GRP systems that are compatible with modern trends in the management of Dubai Government’s resources, assets and human capital. The value of this upgrade lies in the fact that it updates the systems in line with the requirements of government entities and allows the new features provided by the upgraded version to be optimized.”
Bin Humaidan pointed out that: “Dubai eGovernment follows a methodology of partnership and integration with government entities for making a success of the upgrade, which will cover all GRP systems. Hence, all government entities should terminate all the procedures related to the previous version before moving on to the actual application of the updated version.”
Huda Mohammed Al Hashimi, Director of Government Resources Planning Systems Department, said: “Dubai eGovernment has carried out a comprehensive analysis of the GRP systems in its upgraded version R12. The internal dedicated teams have also compared the upgraded version with the previous one 11i to develop a plan that will require officials of government entities to undergo training in the new version that will last until July. Subsequently, the new version will be tested until August so that the final recommendations would be made as to the launch of the system and bringing it to use by the end of October. The company in charge of executing the system is committed to provide support during the first three months of implementation.”
The GRP systems play a vital role in achieving integration among government entities in Dubai, especially since they are currently adopted by most government departments and entities. These systems are composed of 25 streams that provide a platform for more efficient management of basic resources and human competencies. These systems are critical because they allow Dubai eGovernment to provide a unified platform for reliable data that match the highest standards of quality and performance.
