DataCell Enables Mohammed Bin Rashid Housing Establishment to Launch User-Friendly Smart Government Website

In line with the Dubai eGovernment initiative by H.H. Sheikh Mohammad Bin Rashid Al Maktoum, Vice President of UAE, and Ruler of Dubai, the Mohammed Bin Rashid Housing Establishment (MRHE) has launched a new website to deliver housing, financial, business, information, employee and smart services to users with utmost convenience. DataCell, the software arm of SCOPE Information Systems was the company responsible for the development of the portal and paid particular attention to making the website user-friendly for those with special needs and disabilities, while also incorporating the latest security methods and technologies to ensure protection against malicious attacks.

DataCell was a clear choice for the website development as last year, the company developed and deployed two of the top ten websites as per the Dubai Smart Government (DSG) evaluation for 2015. In his message to users detailing his organization’s commitment to quality, Sami Abdulla Gargash, CEO of MRHE said, "We made every possible effort to ensure that the website is creative and distinguished. We have also used the latest technologies in designing several accessible electronic links which help the user navigate and reach required information easier. This website facilitates effective communication between the working team in the establishment and the customers, and allows for follow-up on application progress, and management as well as prompt replies to customers’ suggestions and comments in regard to various housing services."

In compliance with the Dubai Smart Government (DSGs) standards for website excellence, DataCell followed the latest User Experience Design (UXD) methodologies. One of the core focus areas during the design and implementation of the website was the requirements of users with special needs. To address this, the website incorporates the latest W3C standards for colour coding and audio and in collaboration with ReadSpeaker, a global leader in text-to-speech solutions. The website also integrates with the Dubai eGovernment’s ‘Happiness Meter’, a user-friendly tool that enables visitors to quickly and easily rate their experience on the website.

DataCell has also worked to include the latest security features on the site in order to protect against attacks, ensure service availability and safeguard user information. For this purpose, all communication is SSL encrypted. The portal features separation between front-end and back-end servers over a DMZ network and also segregates service accounts used in SharePoint farms. In addition, DataCell conducted extensive penetration testing to identify and resolve potential security gaps.
